Fusion and placement of planets

Hello !

After a lot of questioning about the future locations of the planets from every player account during the merging phasis, it seems to be a sort of priority, of placement. Some accounts will have priority upon others, if the initial locations were identical.

So my question is simple : which rule this processus could follow ?

I have 3 theories in my mind :

1) The first to choose the target universe, the first to be placed.
(N.B : allows a strategy, to choose early or lately, depending on the will to keep the same locations, or to take advantage of the free moves (maximum of five))

2) The rule of priority would be based on Universe ID, Account ID, and/or planet ID, indepently from the date of the final choice for the target universe.

3) Totally random.

It's priority of first come first served.
So it's like a queue, 1st player to choose has his account and planets moved to new universe, then then 2nd player to choose, then the 3rd etc ;)

i have been under the first 350 accounts who got copied last fusion and no planet has changed. same for my buddies who selected the target universe early.
so i guess its first come first serve
