All acs members are able to send invitation.

Sometimes the acs host is busy so he cant send invitations to all players he want.

An invited player is only able to invite :
1 alliance members from the host his alliance
2 player in the friendlist of the host

Seems like you're overflowing with idea's.

I think this is not a good one.
An invited player shouldn't be able to invite other people.

You could reduce it, so that an invited player is only able to invite :
1 alliance members from the host his alliance
2 player in the friendlist of the host

We can give to the host one option in which clicking it he can able or disable this option

dont think there's a need for that...
it doesnt even take up a minute to invite all the other 4 people that could fly with you...
and if it does or you havent got time for that, just let someone else open it.

in my opinion this is just an overkill of what is available now and will just slow down the whole process of creating an acs

I don't like it so much, as someone else said. It could became like a new "masterfleet", with possibility of have your fleet stolen.
